APDL committed to resolve carriers' discontent

The Navis4 terminal management system is the most widely used in the world and is already operating in Leixões, ensuring interoperability between the various information systems at the port, on the path to digitalization and automation of operational processes in container terminals



With this change, benefits are expected in terms of operational management efficiency, particularly in the optimization of container handling, by increasing the efficiency of its maritime, land and rail operations, ensuring, by standardizing the information transmission system, the effectiveness of interoperability between all assets of the operation and information systems.

Navis4 - Terminal Operating System (TOS), implemented by the operator of the Leixões container terminal (Yilport) began operating on January 16, and the normal adjustment phase to the specifics of the port of Leixões is underway.

For this reason, and due to the necessary adaptation of its users to the new system, in the first three weeks of implementation, the entry and dwell times of part of the 1,300 trucks that daily seek the port of Leixões, were exceptionally below the usual averages.

This situation and the constraints caused by the repaving works of the terminals led the transporters to express their concern. In relation to the necessary repaving works, much requested, and that will bring improvements and benefits in the operating conditions, they will be finished soon in the North terminal and in mid-June, in the South terminal.

The concerns of the carriers were expressed in the context of the working group, created following the signing of a Memorandum of Understanding for the Increase of Port Efficiency, led by APDL and which includes the concessionaires of the container and general cargo terminals, TCGL and YILPORT, AGEPORT, APAT and the Association of Public and Road Carriers of Goods - ANTRAM.

Although the marked trend towards the normalization of times of entry and exit of the port is already evident, the accumulation of a framework of factors that go beyond the scope of the port has been shown in the working group, motivating the manifestation of the concern of the carriers, arising from difficulties in the correct planning of road transport by last minute changes, difficulties in the articulation with parks on the outskirts of the port and the increase in fixed costs through the increase of fuel and wages and the reduction of operating times, now strictly controlled by digital tachographs.

In this context, a group of carriers were represented through a platform and requested compensation for the increased time spent at the port.

It should be noted that average waiting and port stay times measured electronically in the Ordinance are and only an internal management indicator, not constituting any commitment.

Even so, the Port Authority of Douro, Leixões and Viana do Castelo, S. A., the entity responsible for promoting and defending the efficiency and reputation of the port of Leixões, has always been committed to solving the problems of the road sector and, to this end, has met with all the competent authorities in order to obtain the necessary consensus to demobilize the stoppage of these carriers. The truth is that even with the efforts that APDL has channeled into resolving this situation, in negotiations, it was not possible to reach consensus, a design that best serves the port of Leixões and all who are its beneficiaries. It is also reaffirmed that APDL remains available for dialogue with all agents, as has been its prerogative.
