Measures to solve housing problems presented

The Government's proposal for the housing sector in Portugal has five basic vectors: increase the supply of residential properties, simplify licensing processes, increase the number of houses on the rental market, combat speculation and protect families


To increase the supply of real estate, the Prime Minister, António Costa, proposes converting the use of commercial or service properties for residential use and also making state properties available under the CDH regime.

To simplify the licensing processes, there will be interest on late payments for failure to meet the agreed deadlines.

To increase the number of houses on the rental market, the State will rent houses directly and then sublease them to families, guaranteeing payment after three months of default. Depending on the case, the State will try to collect late payments, support the family, or even evict them.

As a strategy to increase the public housing stock, the Government will also exempt from capital gains on property sales directly to the State.

Municipalities will have public funding to carry out coercive works and there will be an incentive for the reconversion of local lodging into housing properties.

To promote renting, it will be mandatory to rent vacant houses and there will be an IMI exemption for properties that are for affordable rent.

António Costa also announced the end of gold visas and a mechanism that guarantees a "fair rent" in new contracts.

In the topic dedicated to the protection of families, there will be an exemption of capital gains to amortize mortgages for own and descendants. In housing credit, it will be mandatory that banks have fixed-rate credit available and a mechanism will be implemented to protect against interest rate rises.
