Municipality invests in Housing

More than 300 new affordable rental units


More than 300 families in the municipality of Matosinhos will now have a house thanks to two protocols signed today between the municipality and the Institute for Housing and Urban Rehabilitation (IHRU).

The ceremony took place in the auditorium of the Grupo Dramático e Musical Flor de Infesta.

Under the 1º Direito (1st Law) program, 105 houses will be created in two abandoned buildings located in the Urban Rehabilitation Area of S. Mamede de Infesta that the Matosinhos City Hall acquired for rehabilitation.

The tender for the rehabilitation contract will be launched later this year. The plan is to completely remodel the buildings, redesigning the interiors and exterior treatment of the facades, transforming the existing stores at ground floor level, and increasing the level of efficiency in terms of energy certification. The 105 apartments will have housing typologies ranging from one to three bedrooms.

The work is funded by the Recovery and Resilience Plan (PRR), worth more than 18 million euros.

In the Picoutos area 205 houses will be built for affordable rent, also under the RRP.

The Mayor, Luísa Salgueiro, recalled the work done more than 30 years ago in Matosinhos in the area of housing, namely the implementation of the PER - Special Rehousing Program that put an end to the so-called "islands" and "shacks" throughout the country.

Since then, 51 housing complexes were built with 4.306 houses, which correspond to 5% of the total housing in the municipality.

The mayor highlighted the importance of the housing economic cooperatives and referred the municipal investments made in the area, namely the Rental Support Program, the creation of tax benefits for the Urban Rehabilitation Areas, the decrease of the IMI (Municipal Property Tax) rate for those who live in their own house in the municipality, the increase of the IMI rate for vacant properties in the Urban Pressure Zones, among other measures adopted.

In turn, the Minister of Housing, Marina Gonçalves, stated that "housing is a pillar of the social state" and highlighted the "fundamental partnership with the municipalities, through the IHRU" for the new solutions to the housing shortage.

This was followed by a visit to the vacant properties on Flor de Infesta street, which will be rehabilitated.

The session was attended by the Secretary of State for Housing, Fernanda Rodrigues, the president of the Board of Directors of IHRU, Isabel Dias, the vice-president of the municipality, Carlos Mouta, the councilmen Manuela Álvares, Fernando Rocha, António Correia Pinto, Marta Pontes and Vasco Pinho, the director of MatosinhosHabit, Helena Vaz, the director of Matosinhos Sport, Henrique Calisto, and the president of the union of parishes of S. Mamede de Infesta and Senhora da Hora, Leonardo Fernandes.
