An extraordinary session of the Parish Assembly took place on the 29th of September, at the headquarters of the Junta de Freguesia (Council), for the analysis, debate and deliberation of the proposal for the creation of the parish of Matosinhos and the parish of Leça da Palmeira by disaggregation of the União das Freguesias de Matosinhos e Leça da Palmeira, using the special simplified and transitional procedure, foreseen in article 25 of the Law 39/2021, of 24 of June.

The proposal states that "... the territorial reorganization imposed in 2013 resulted in error, which has progressively caused serious damage and constraints for the community, whose most striking reflection are the persistent complaints from citizens, with the Parish Assembly, on the process and contours of such reform, always accompanied by a lively feeling of incomprehension and indignation about the current territorial map - a situation that urgently needs to be reversed, as the requirements for the application of the special procedure consigned in article 25 of Law no. 39/2021, of 24 June, have been fully observed."

The President of the Junta, Paulo Carvalho, referred, in the mandatory opinion that "...the Executive of the Junta de Freguesia, understands as imperative the effective advancement of this disaggregation, since only in this way it is possible to return to provide the population a policy of real proximity, that fulfills the designs of Local Power, which will allow us to be closer to the citizens, in their auscultation, in the identification of their problems, wishes and desires, and in the search for the effective resolution of the needs of the territory..."

After debating the proposal, the Parish Assembly approved it by majority, with the votes in favour of the Socialist Party, Social Democratic Party, CDS-People's Party, the YES Movement, the CDU, the BE and CHEGA and the abstention of the Liberal Initiative.
