"Six months after the signing of the commitment agreement, the Government still has not advanced with investments" said Firmino Pereira
The Social Democrat MP Firmino Pereira asked the government on Monday about the tenders, as well as deadlines and costs, relating to the rehabilitation of 451 schools, provided for in the sectoral agreement for decentralization of powers in the area of Education.
In the question to the Minister for Territorial Cohesion, Ana Abrunhosa, to which Lusa had access, the PSD deputy recalls that on July 22, 2022, the Sectoral Commitment Agreement was signed between the Government and the National Association of Portuguese Municipalities (ANMP) and that "one of the areas of decentralization is in the area of Education, passing powers from the Government to the municipalities.
The social-democrat congressman mentions that the Government "assumed the responsibility of assuring financial means, 100%, for investments in secondary schools" and reminds that the creation of a specific program for the schools to be intervened was announced.
In this context, Firmino Pereira wants to know "when will the Government publish the Recovery Program for intervention in the 451 schools included in the sectorial commitment agreement, if there is already a timetable with deadlines and costs for the opening of tenders to rehabilitate the 451 schools and, of the 451 schools mapped in the agreement, how many construction tenders have been opened?
"Six months after the signing of the commitment agreement, the Government has still not moved forward with investments or ensured that the municipalities can do so in the requalification of the school park," accuses the deputy.
The agreement signed in July of last year provides for a "contribution in school maintenance works according to the number of years that they have been in existence" and school meals "will now have a contribution from the Government of 2.75 euros", revealed ANMP's president, Luísa Salgueiro, at the time.
According to the mayor of Matosinhos, the document also includes a map of priority schools to be rehabilitated, "which may still be subject to corrections", in which "there are 451 schools".
On November 15, the Ministry of Territorial Cohesion announced that, "using the extraordinary mechanism of anticipation of PT2030", notices for financing interventions in schools would be opened until the end of 2022, according to the agreement signed with ANMP.
