Requalification of the Fishermen's Quarter

Requalification of the surrounding area and one of the buildings in the Housing Estate


The Mayor of Matosinhos, Luísa Salgueiro, was last March 11, at the end of the day in Bairro dos Pescadores for a visit to the site, after the implemented requalification works, with an investment of 1 million and 100 thousand euros (non-repayable funding from IHRU - Housing and Urban Rehabilitation Institute, of 421,875.00 euros).

The urban requalification project, authored by the architect Carlos Coelho, was based on urban regeneration and sustainable mobility, including a "pilot" intervention in one of the buildings that is expected to serve as an example and incentive for private owners of the remaining buildings to move forward with works, which may be covered by the "1st Right" housing program.

With about 11 thousand and 200 m2, the intervened area is delimited by the streets Alfredo Cunha, José Rabumba, Mar da Cartola, Misericórdia, and the José Ferreira Neto alley.

The works carried out focused on the implementation, modeling, construction and plant coating of outdoor spaces, and rehabilitation of the collective housing building (block J - entrance 6). Vegetation clearing, demolition, conservation, cleaning, and restoration of structures, general site implantation and modeling, supply and installation of subsurface drainage and rainwater network, supply and construction of sidewalks and structures, supply and installation of irrigation network, lighting elements, sports equipment, and outdoor furniture were some of the actions carried out.

The rehabilitation of block J focused on ensuring the improvement of the image and increased privacy, as well as the implementation of energy efficiency measures, with the application of thermal coatings on the exterior and the installation of window frames with thermal and acoustic behavior.

The councilor for Municipal Works, Manuela Alvares, accompanied the mayor in her visit to the site.

Built between 1948 and 1972 in the heart of the city, the Fishermen's Quarter of Matosinhos is composed of several housing blocks, some of which are of mixed ownership, of public and private dwellings.

For years the residents have been asking for a major intervention, especially in the surrounding area. Improvements at the level of sidewalks and sidewalk, gardens and other green spaces, parking, access to housing and reduction of architectural barriers were some of the improvements demanded by the residents.

This process began in July 2018, when MatosinhosHabit presented the proposal for the urban revitalization of Bairro dos Pescadores, applying to a European Union program, in the category Innovative Urban Areas, in order to obtain EU funds. The application was not approved, but the construction work was, from the start, assumed as a priority by the local authority, which announced that it would bear the costs. Throughout the whole process, the City Council collected, either in information sessions or through a survey on the existing anomalies in the outer space, the residents' contributions about the project, which included the participation of the Residents Association of the Fishermen's Quarter of Matosinhos.
